Instructors
 Mr. Jason Stoddard.
 
    Mr. Stoddard is a certified firearms instructor, Taser instuctor, defensive tactics, and active shooting instructor.  He currently teaches our Warrior Mindset/ Warrior Science course, Mental Preparation to Active Shooter Incidents, Patrol Response to Barricade/ Hostage Incidents, EMS Response to Active Shooters Course and our Tactical Firearms courses


     Mr.
Stoddard is currently a Patrol Sergeant with the Charles County Sheriff’s Office in Southern Maryland.  He started his career with the Sheriff's Office during 1998.  During his service with the Sheriff’s Office he has been selected to serve as a detective with the FBI Joint Terrorism Task Force, School Resource Unit, and the Community Policing Unit. He currently is an adjunct instructor at the Southern Maryland Criminal Justice Academy in topics that include defensive tactics, firearms and psychology of killing.  He is a Maryland Certified Police and Correction Instructor for entry level classes, in-service courses, an active shooter instructor and firearms instructor. He is a certified HAZMAT/WMD specialist, ICS instructor and a certified instructor through the Department of Homeland Security. He has taught firearms to special weapons teams as well as operators currently serving in the War on Terror.  Prior to joining the Sheriff’s Office, Mr. Stoddard served four years (1994 to 1998) in the United States Air Force as a Security Police Officer. During his tenure with the Air Force, Sgt Stoddard served as a SWAT Team leader, a patrol supervisor and was selected twice to compete on an elite international military police competition team.  Mr. Stoddard received two Air Force Achievement Medals during his time in the Air Force.
 

    Mr. Stoddard is a student at the University of Maryland University College.  He holds a Black Belt in Tae Kwon Do, and is currently a Jiu-jitsu practitioner.  Sgt Stoddard is also an accomplished Three- Gun and IPSC shooter.  He has traveled all over the world representing both his Agency and the United States.     

  Mr David Willis

 Mr. David Willis began his twelve year career with the Charles County Sheriff's Office, Maryland after completing his entry level training at the Prince Georges County Municipal Police Academy. He currently serves as a Patrol supervisor for the Sheriff's Office.  Mr. Willis has pursued training in Criminal Patrol Tactics and Street Level Investigative Techniques throughout his employment. Mr. Willis has extensively used surveillance, public source information and social networking web sites as progressive investigative resources. Mr. Willis has successfully developed these techniques applying them to assignments in Patrol Operations, Child Support Enforcement and the Warrant/ Fugitive Unit. Mr. Willis is passionate about utilizing criminal intelligence to assist the patrol or community officer in aggressively addressing quality of life issues through Criminal and Directed Patrol Concepts.

    Since September 11, 2001, Mr. Willis has embraced the fundamentals of the Warrior Mindset and Warrior Sciences. Mr Willis has studied the physical and psychological aspects of police combat stress to better prepare himself and others for WHEN the occasion should arise. In addition, Mr. Willis has become vigilant in the area of Homeland Security and Weapons of Mass Destruction Incidents. Mr. Wills has combined his previous firefighting and public safety experience with WMD Training through the Department of Homeland Security, Louisiana State University, Texas Tech and University of Maryland to be certified as both a HAZMAT Specialist and WMD instructor. Mr. Willis has used his Incident Command experience from the fire service and WMD disciplines; and actively applied them to law enforcement calls for service, making deployment and accountability of resources more manageable.

    Mr. Willis is a certified instructor having taught both the recruit officer and season police officer.  He currently teaches Incident Command 101 for Active Shooter incidents, Conducting investigations using MySpace and Facebook and Introduction to Criminal De-Briefings.




  TSGT (Ret) Glen Biddle

    TSGT (Ret) Glen Biddle.  Glen Biddle is a retired USAF Combat Arms instructor with over 24 years military experience in both the Army and Air Force on both active duty and reserve status.  Glen served 4 years as a sworn law enforcement officer in Cambridge, MD where he was assigned to the bicycle patrol division and was an Emergency Response Team member.  Glen currently is a secondary social studies teacher with a Masters Degree in Education Administration.

 

    Glen’s focus is firearms training, developing situational awareness on fundamental tactical shooting skills with a patrol carbine rifle and duty handgun.  Particular attention is concerned with maintenance and care of the duty weapon, identifying causes of malfunctions, and getting the weapon back into action as soon as possible.  Training is maintenance, and maintenance is training.

 

    Glen is a graduate of the USAF Security Forces Craftsman’s course, Combat Arms Apprentice course, Tactical Automated Sensor course, Basic Airborne course, US Army Field Artillery Officer Basic course, Eastern Shore Criminal Justice Academy, Basic SWAT school, and Police Bicycle Patrol course.

 
      Detective/Corporal Jonathan Burroughs

 

Jon began his career in law enforcement in 1996, as a Patrol Officer with the City of Decatur (Atlanta), Georgia Police Department.  During his time with Decatur PD, Jon was educated as a traffic accident reconstructionist and assigned as an investigator in the Traffic Safety Enforcement Unit.

 

In September, 2000, Jon moved to Maryland and commenced employment with the Charles County Sheriff’s Office.  Jon was assigned to the Waldorf (District 3) area as a patrol officer and then as a Detective in the Criminal Investigations Division, Homeland Security and Intelligence Unit.  He was assigned to the FBI Joint Terrorism Task Force in 2005 and is currently assigned to the Southern Maryland Information Center Task Force in Southern Maryland as an investigator. 

 

Jon was appointed as the Southern Regional Director of the Mid-Atlantic Regional Gang Investigators Network (MARGIN), the gang investigators’ association for Maryland, Washington, D.C., and Northern Virginia, in 2005.  In July, 2007 Jon was appointed as the Second Vice President of MARGIN and in March, 2008 was elected President.  Jon is also the Treasurer for the National Alliance of Gang Investigators’ Associations (NAGIA), a national gang association of over 20,000 members.

 

Jon has instructed at locations locally, nationally, and internationally.  Additionally, Jon has conducted training at the FBI and DEA Academies in Quantico, VA., as well as many gang investigator associations’ conferences, in the field of gang investigations and social networking.   Jon has appeared on Fox News and numerous radio programs discussing the topic of gang proliferation. Jon is an adjunct instructor at the Southern Maryland Criminal Justice Academy on the topics of basic gangs and enhanced instructor training.


  Mr. William (Bill) Schaubel
 

Bill has over 30 years in the public and private sector Law Enforcement, Security, and Emergency Response fields, starting his career in Florida in 1980 as a corrections officer and 9-1-1 operator.  Bill is a veteran of the US Army where he served for three years as an MP at Ft. Sill, Oklahoma, and is a graduate of the urban sniper/counter sniper course, US Army Air Assault school, Special Operations (SORT) school and the US Army Special Response Team school where he and his team took first place as the overall SRT.

Bill is a former DHS certified WMD instructor for the Center for Domestic Preparedness (CDP) located in Anniston, Alabama where he taught the IED Awareness class for the Technical Emergency Response Team (TERT) training, the Law Enforcement Protective Actions and Law Enforcement Protective Measures (LERA and LEPM) classes as well as a number of others.

 

Bills last assignment was as a primary instructor for the Improvised Explosive Device (IED) Awareness program for the Critical National Infrastructure Authority Security & Asset Protection Program in Abu Dhabi, United Arab Emirates.  In addition to the IED class Bill provided training in police/security courses to include defensive tactics, desert motor vehicle operation, Quick Reaction Force and Active Shooter response procedures, and firearms familiarization and qualification.


He is a current member of International Law Enforcement Educators and Trainers Assoc. (ILEETA), a NRA Certified Pistol Instructor, certified FBI Firearms Instructor, and a graduate and instructor at Front Sight Firearms Training Institute. He has experience in various types of military and civilian firearms, firearms training and instruction, and high risk tactical operations

 

Bill has also taught around the country for the Federal Law Enforcement Training Center (FLETC) delivering classes in Special Interest Terrorism and Improvised Explosive Device construction and identification. He is also a basic recruit instructor for the Northeast Alabama Regional Police Academy 

 


 Mr. Clinton Beach

Det. C.E. Beach Clinton has been a certified police officer in Virginia since 1997 and currently serves as a Detective in the Major Crimes Division. During his service he has been selected to serve in patrol, Crash Reconstruction Unit, Civil Disturbance Unit, SAR (Search and Rescue Team) and Detective Bureau. Other areas of expertise include expert testimony in pedestrian crashes. He is a current Department of Criminal Justice Services instructor and teaches a variety of topics that include White Collar Crime and Identity Theft, in-service training, and fitness related courses. Prior to being certified as a Police Officer he served in the Army Reserves as a soldier medic and was called to active duty in support of Operation Desert Shield. Clinton received the Army Achievement Medal during his time in the Army. As a natural bodybuilder and athlete, Clinton has competed and trained with some of the world’s best coaches and trainers during the last 17 years. In 2009, he set a national record in the Raw Power Lifting Federation for the strict curl event of 145 pounds in the 35-39 age bracket (Law/Fire/Military). Clinton competes at a national level and is a current judge with the National Gym Association. Clinton has an Associate’s degree in Administration of Justice from Northern Virginia Community College and is working toward obtaining his Bachelor’s degree. In his free time he works as a coach, consultant, and on-line trainer for his own company, Beach Fitness Factory. Several of his athletes have been nationally recognized on bodybuilding.com.



Mr. Clevenger started his Law Enforcement career in 1999 with the Charles County Sheriff’s Office.  He is a certified Firearms Instructor through the National Rifle Association and the Charles County Sheriff’s Office. He has instructor certifications in a variety of topics to include, Basic Counter Sniper Operations, Taser X-26, Patrol Rifle (AR-15 / M-16), Chemical Munitions, Active Shooter Instructor, and an instructor for the Maryland based, Maritime Tactical Operators Group (M.T.O.G.) Mr. Clevenger is also a Maryland Certified Correctional Officer, and served as a volunteer Firefighter and an Emergency Medical Technician.

Mr. Clevenger is assigned to the Special Operations Division, within the Sheriff’s Office and serves as a member of the Tactical Response Squad (T.R.S.). In 2002, he completed a three week, basic Special Weapons and Tactics (S.W.A.T.) school hosted by Howard County Police Department.  He is currently one of the senior members of the departments Emergency Services Team (E.S.T.) Mr. Clevenger has assisted in the execution of over five hundred search and seizure warrants, ranging from felony drug cases to homicide investigations, which, have resulted in the arrests and convictions of over one thousand people.  

As a S.W.A.T. Sniper, he has deployed on numerous barricade situations, both in and outside of his jurisdiction.  He is the departments Emergency Services Team, Sniper training coordinator.  He has taught numerous entry level and in-service, firearms, Active Shooter and Taser recertification classes, as required, by the Southern Maryland Criminal Justice Academy.

As a member of the Maritime Tactical Operators Group, he has assisted instructing both Law Enforcement and Military personnel from the East coast. Topics of instruction include underway boarding procedures, hooking and climbing, and tactical procedures used to properly clear large vessels.  He has received extensive instructor training through the Department of Homeland Security, Federal Law Enforcement Training Center (F.L.E.T.C.), in South Carolina. Additionally, he received his chemical munitions instructor certification through the Federal Bureau of Investigation, Quantico, Virginia.
